How to make one pot stuffed pepper casserole

Ingredients:
1 lb extra-lean ground beef
1/2 cup diced yellow onion
3 cloves garlic, minced
2 cups dice large bell peppers
1/2 teaspoon salt
1/4 teaspoon pepper
14.5 oz can diced tomatoes, with juices
2 cups beef broth
8 oz can tomato sauce
1 Tablespoon soy sauce
1 teaspoon Italian seasoning
1 cup White Rice, uncooked
1½ cups shredded cheddar cheese, or cheddar blend
Directions:
Cook the beef with onion and garlic then add all the other ingredients except rice and cheddar. After 25 minutes add rice, let it cook and finally cover with cheddar.
